City submits Draft Housing Element to California HCD for review

On November 18, 2022, City staff sent its
Draft Housing Element to the California Department of Housing and Community Development (HCD) to start its 90-day review. HCD will review the Draft Housing Element for compliance with state law.

Updates to previous public review Draft Housing Element directed by City Council
On November 15, 2022, City Council authorized the submission of the Draft Piedmont 6th Cycle Housing Element with 16 revisions. The City Council directed these revisions to the Draft Housing Element in order to comply with state law and to respond to community concerns.
The following revisions to the Draft Housing Element published on April 8, 2022, were directed by the City Council:
- Removing City-owned properties in the Civic Center area from the Draft Housing Element’s sites inventory;
- Adding market-rate development on small sites in Zone D on Grand Avenue;
- Projecting ADU development to provide a greater share of needed low and very low income housing; and
- Identifying two sites greater than ½ acre on Grand Avenue as potential sites for lower-income, multifamily housing.
Next steps for review and approval
California HCD has 90-days to make comments on the Draft Housing Element. If the Draft Housing Element complies with state law in the judgement of HCD, HCD will send the City of Piedmont a comment letter stating that the Draft Housing Element is in substantial conformance with housing law.
If HCD requires changes to the Draft Housing, City staff will meet with HCD staff to discuss how to move the Draft forward. Once HCD accepts the Draft Housing Element, it will be scheduled for public hearings before the Planning Commission and City Council for adoption.
