The Piedmont City Council unanimously voted to appoint Frederick W. Shavies, II to serve as the City’s next Chief of Police at their regular meeting on Monday, July 7.
Shavies brings nearly two decades of law enforcement experience and currently serves as a Deputy Chief of Police in the City of Oakland. A highly regarded public safety professional, Shavies’ skills in strategic policing and crime prevention have been honed through years of leading complex investigations, managing high-profile public safety events, and implementing innovative community engagement strategies.
Shavies will begin his service with the City on July 22, 2025.
“Piedmont is incredibly fortunate to welcome Frederick Shavies as our next Chief of Police,” said Mayor Betsy Smegal Andersen. “He brings exceptional law enforcement experience, a strong commitment to equity and accountability, and a proven ability to lead with integrity. His familiarity with our community and ability to build trust make him the right person to lead the department into its next chapter.”
Shavies describes his approach to policing as rooted in collaboration – bringing law enforcement, residents, and community partners together to build stronger, safer neighborhoods.

After Chief Jeremy Bowers announced his intention to retire earlier this year, the City engaged Teri Black & Company, an experienced executive recruiting firm with expertise in law enforcement, to conduct a search for the City’s next Police Chief. Shavies was selected for the position after several rounds of screening and interviews with a professional panel, the City’s leadership team and ultimately, the City Council.

Captain Chris Monahan will serve as interim Police Chief between July 18, when Bowers retires and July 22, when Shavies assumes his position.
