Housing Element implementation status update at November 20 City Council meeting

Planning & Building Director Kevin Jackson will present an update on implementation of Piedmont’s 6th Cycle Housing Element at the Monday, November 20 City Council meeting.

The presentation will cover:

  • information on upcoming revisions to the City’s Zoning Ordinance and General Plan
  • timeline for adoption of zoning adjustments and General Plan amendments
  • new programs identified in the Housing Element that staff have already completed

The planned revisions will make the Zoning Ordinance and the General Plan consistent with the programs outlined in the Housing Element, which the City Council adopted in March 2023. This presentation will serve as an introduction of these implementation measures at the City Council, with several additional public meetings expected to occur over the next few months:

  • December 11, 2023: Planning Commission study session
  • December 18, 2023: City Council study session
  • January 8, 2024: Planning Commission study session
  • January 29, 2024:Planning Commission special meeting and public hearing
  • February 20, 2024: City Council consideration of Zoning Ordinance and public hearing

The Planning Commission previously discussed many of these Housing Element implementation measures at their October and November 2023 meetings.

Each participant will have the opportunity to speak once on the Housing Element Implementation Update after the presentation and before the Council discussion. The City Council will set a time limit for individual comments based on the number of participants.

About the 6th Cycle Housing Element

Piedmont’s 6th Cycle Housing Element lays out an ambitious plan to accommodate 587 new homes by 2031 – a target mandated by the State of California. The Housing Element includes 7 goals, 56 policies, and 77 programs.

Several programs identified in the Housing Element have already been completed, including new incentives for the creation of affordable Accessory Dwelling Units (ADUs), objective design standards for multi-family and mixed-use development, and securing a “Priority Development Area” designation for areas of land near Grand Avenue and in Moraga Canyon, which increases Piedmont’s eligibility for additional State funding to support affordable housing development in these areas.

Recently, the City released a Draft Environmental Impact Report (EIR) for the implementation of the Housing Element for public review and comment. The Draft EIR studies the impacts of Housing Element implementation, as a whole, looking at the overall impacts to Piedmont once each of the 77 programs included in the Housing Element - including changes to the City’s Zoning Ordinance, General Plan amendments, and the Moraga Canyon Specific Plan – are realized.

The Draft EIR is open for comment through December 18th and can be reviewed at PiedmontIsHome, the City’s online hub for housing policy and the Housing Element update.
