Request for Developer Qualifications (RFQ): Moraga Canyon Specific Plan

The City of Piedmont is seeking qualified Developers or Developer Teams to finance and build housing on City-owned land located in the Moraga Canyon Specific Plan (MCSP) area.

Development of the MCSP area must include 132 housing units (with a minimum of 40 percent, but no less than 60 affordable units), as well as various public amenities and supporting infrastructure.

Timeline

• Pre-submittal conference (optional): 10:00am PT on June 3, 2026
• Site Visit (optional): 1:00pm PT on June 10, 2026
• Deadline to submit questions: 5:00pm PT on June 18, 2026
• Responses to questions published: 5:00pm PT on July 8, 2026
• Responses due: 5:00pm PT on August 10, 2026
