Home Electrification Rebate Program

The City of Piedmont has launched a pilot rebate program for home electrification projects, in hopes of encouraging more residents to make the switch to heat pump water heaters and high-efficiency heat pumps.

Although upfront costs for such projects can be high, efficient heat pumps can lower energy bills dramatically, which results in significant savings over the long term. Traditionally, heating, ventilation, and air conditioning systems (HVAC) are the biggest home energy consumers, followed by water heating systems. For the average house, installing electric heat pumps in place of a gas furnace and gas water heater will reduce heating emissions by more than 45% over 10 years.

Piedmont’s home electrification rebates help cover installation and labor costs on eligible projects and can be combined with other rebate programs such as those offered through BayREN. Qualified lower-income residents (those earning below 80% of area median income, or $87,00 for a 2-person household) are eligible for double the standard rebate.

Rebates are also available for service panel upgrades, if they are necessary to support a qualified heat pump appliance.

To be eligible for a rebate, upgrade projects must:

  • Replace an existing gas appliance
  • Be permanently installed and fixed to an existing single family or multifamily building
  • Have a City of Piedmont building permit submitted on or after January 3, 2023
  • Be installed by a licensed contractor with an active City of Piedmont business license

The City Council has allocated $50,000 in funding for the rebate program pilot. Applications are considered in the order they are received, and the program will continue until funding is exhausted.
