City Re-Opens Bidding for Community Pool Construction

On Monday, October 17th, 2022, The Piedmont City Council unanimously approved staff’s recommendation to reject both bids received for community pool construction and re-open the project for bidding with modified bid documents.
Moving swiftly, the City re-opened the project for bidding on Tuesday, October 18th. The revised bid documents retain the current design but simplify the scope of work based on bidder feedback and expand eligibility to a wider range of contractors.
The City received bids from two pre-qualified contractors on September 26th, 2022. Both bids exceeded previously estimated construction costs by more than 15%, with the lowest bid coming in at $24.6 million.
After evaluating both bids and speaking with the two bidders as well as other contractors, the project team concluded that by expanding the bidding pool and providing additional clarity in the bid documents, the City would be likely to attract proposals that more closely align with previous cost estimates. The project team is optimistic that with these modifications, the City will be able to identify a qualified contractor to complete the project within the City’s resources.
Bids are due at 2pm on November 16th, 2022. There will be an optional pre-bid conference and presentation for prospective bidders on Tuesday, November 1st, 2022.
Staff could bring a recommendation to City Council for awarding a contract as early as December 5th, with construction anticipated to begin after the new year.
