Piedmont Safer Streets Plan
On July 20, 2020, the City Council authorized staff to update the Pedestrian Bicycle Master Plan (PBMP) adopted in 2014 with an inclusion of a traffic safety component. The project is now called Piedmont Safer Street (PSS). This update is intended to help implement Piedmont’s General Plan and Complete Streets Policy in order to address the community’s needs. The addition of a safety component to the original PBMP interweaves the goal of the complete street policy, which is to develop an efficient and safe street network for Piedmont, with traffic safety considerations for all road users- pedestrians, cyclists and drivers. On August 17, 2020, the City Council adopted a resolution to form a Pedestrian Bicycle Advisory Committee (PBAC) to assist staff and City consultants with the development of the PSS project by reviewing, discussing, and providing advice and recommendation on draft elements of the updated plan.

Public outreach and participation will be essential to the success of the PSS project and the PBAC will be an essential part of a robust public engagement effort. Presently the project is scheduled to be finalized and documented by May 2021. Some of the next steps include:
Community needs assessment. Under this task, an extensive round of public outreach and engagement will be conducted to determine changes since 2014 in the community’s needs, concerns, priorities and expectations regarding walking, biking and general traffic safety.
Community needs assessment Update
Project Consultant, Niko Letunic along with the City staff successfully held the update project's first virtual community workshop on December 9, 2020. The workshop reviewed the progress made since 2014 and included a lively community discussion on future directions. Some of the topics discussion on future directions. Some of the topics discussed included existing traffic conditions, traffic-calming measures, on-street parking, intersection improvements at Fairview and Grand Avenues, and getting feedback on bike infrastructure installed earlier this year on parts of Moraga, Highland, Linda and Magnolia Avenues. The workshop also gave the residents a platform to speak up and discuss any traffic map were created to engage Piedmonters in the PBMP update process. Staff received about 380 responses from the map and survey. Preliminary finding from the survey, map and community workshop will be presented at our scheduled virtual Pedestrian Bicycle Advisory Committee (PBAC) hearing on February 11, 2021.
Draft Findings report
Action plan. Based on the community needs assessment, this task will update the list of projects, programmatic activities and policy changes recommended under the 2014 PBMP. One of the subtasks will entail creating a toolkit of traffic-safety measures applicable to Piedmont’s streets.
Public outreach on the action plan. Under this task, a second extensive round of public outreach and engagement will be conducted, this time to solicit feedback from the public, the Planning Commission and the City Council on the draft action plan mentioned above.
Draft Recommendations Memo
Implementation and Prioritization strategy. This task will develop implementation strategies for the action plan. These strategies will include planning-level cost estimates for high-priority projects; a prioritization rubrics, ; and a summary of potential funding sources and guidelines that the City can use for implementing the projects (such as "quick-build" projects).
A draft Plan was presented on the July 22, 2021 PBAC meeting, and open for a 30-day public comment period.
